The City of Kyle Ethics Commission met on October 6, 2026. Commissioners approved the prior meeting minutes and nominated Paul Hill as vice chair for the remainder of 2026. The commission approved a recommendation to City Council to amend the ethics code to require recusal on matters involving a person or interested entity that gave an officer or employee a campaign contribution of $500 or more during the preceding 24 months. The city attorney said she would bring an ordinance to Council for review and approval; Council retains final authority. The proposal references the definition of “interested party” in Texas Government Code Section 2252.908, which applies to certain contracts presented to Council.
The commission also began its broader review of ethics-code provisions, discussing definitions and potential changes concerning benefits, family relationships, employees and officers, and confidential information. Staff and the city attorney were asked to research and revise several definitions for consideration at a future meeting. No contract awards, purchasing decisions, budget allocations, or other direct procurement activity were identified; the recusal proposal could affect participation in future Council decisions involving city contracts.
