Agency testimony described roughly 330 registered pedicab vehicles, about 600 active driver licenses, and approximately 5,000 summonses issued by sister agencies over three years; officials also cited coordination and follow-through challenges. DCWP supported clearer pricing and meters but raised concerns about fixed rates, implementation costs and its capacity for street enforcement. TLC opposed adding pedicabs to existing taxi/FHV relief stands and cautioned that taking over regulation would require substantial resources. Industry, community and other witnesses generally called for stronger coordinated enforcement, visible identification, transparent fares and licensing, while some supported electric assist and designated stands. The hearing identified no procurement activity, contract spending or purchasing decisions.
