The City of Oshkosh Plan Commission met on October 6, 2026. It approved the consent agenda items 6–0; the transcript does not detail those items. The commission also recommended approval, by 6–0 votes, of a project review for facade modifications and a covered patio at a proposed ice cream parlor on Waugoo Avenue, and a general development plan for a restaurant and outdoor entertainment at 1000 Pioneer Drive. The latter plan includes phased development, an accessory building, event space and parking; the applicant requested modifications related to parking and landscaping, including 341 proposed spaces against a 360-space code requirement. Members discussed maintenance of the Pioneer Island site and a pedestrian connection, but no spending or city procurement was identified.

The commission recommended approval, 6–0, of a specific implementation plan amendment for expanded outdoor storage at Generic Power Systems, 3815 Oregon Street. The request included modifications to allow an eight-foot screening fence and a reduced setback; the plan also includes additional landscaping. For the Waugoo Avenue project, members raised concerns about golf balls reaching the street and discussed fencing, which staff said would be addressed during later site plan review. These were land-use recommendations and approvals for development proposals, not contract awards or purchasing decisions.
