Commissioners discussed whether the framework was needed, whether the threshold and minimum area were appropriate, and the balance between preserving neighborhood character and protecting individual property rights. Views were divided; no formal NCO recommendation or vote was taken. Staff will take the feedback to the City Council study session scheduled for November 9, update the draft based on direction received, and then proceed toward a formal Title 16 text amendment. No procurement activity, contract awards, or spending decisions were identified.

The Commission also discussed scheduling its next meeting and chair and vice-chair elections; it favored moving the meeting from election night, November 3, to November 17. A motion approving the previous meeting’s minutes passed.
