The October 6, 2026 Norwalk City Council meeting approved a City Hall reception improvement project, with an estimated total cost of about $2 million. The council awarded the construction contract to CAIA/Kaya Services LLC for $1,108,894, with a $299,724 contingency, and approved procurement of furnishings and security-screening equipment through Kaya Services and its subsidiary PLC Choice LLC for $240,000, plus a $36,000 contingency. The council also approved a $35,000 amendment to VCA Code for construction-phase design support, with a $5,250 contingency, and appropriated $1,008,000 from the building renovation fund. The project includes improved access controls, automatic sliding doors, a public safety office, and a more accessible visitor reception area; staff cited cooperative purchasing contracts as the procurement method.

The council continued Resolution 26-59, concerning proposed reallocations of American Rescue Plan Act (ARPA) funds, to its October 20 meeting so members could review the active projects and funding options. The city received $28,046,076 in ARPA funds and had spent about $26.3 million; proposed reallocations included moving savings from completed projects to active cable-streaming, security, software, and technology upgrades. The proposal included increasing an IBE Digital agreement by $394,694, but no action was taken on those reallocations. The council also approved the consent calendar items other than the deferred ARPA item, and passed a council salary adjustment ordinance by a 3–2 vote; any adjustment would take effect after certification of the 2026 election and the swearing-in of newly elected members.
