The Virginia Beach City Public Schools (VBSchools) Building Utilization Committee met on October 2, 2026. The committee unanimously approved the prior meeting minutes and the agenda. Staff presented research on potential closure and rezoning scenarios—not recommendations or commitments to make changes. The Holland Elementary School closure scenario would relocate about 1,444 students across 12 schools; staff estimated potential savings of approximately $1.2 million in the first year and $14 million over ten years. The preferred Woodstock rezoning scenario would involve about 183 students across four schools, including moving 73 Woodstock students to Tallwood and producing a projected gain of 56 students at Indian Lakes. Staff noted that implementation could require additional buses and related costs, which have not yet been quantified. No contracts, bids, vendor selections, or other purchasing decisions were identified.

The committee discussed enrollment trends, school capacity, community impacts, and coordination with the forthcoming long-range facilities master plan. Members favored continued internal staff analysis for now rather than immediate community engagement; staff will bring updated work back to the committee after December 31, with a possible report to the full board between January and March. Any closure or rezoning decision remains pending, and the earliest potential implementation discussed was the 2028–29 school year. Further direction, including the next committee’s role and whether to begin public engagement, remains to be determined.
