The City of Pueblo City Council held a work session on October 5, 2026. Council voted 5–2 to reconsider a resolution from the prior week and place it on the October 13 agenda; the underlying matter, apparently involving a capital-fund transfer, was not debated or approved at this meeting. Staff previewed the budget, citing a projected $7.2 million deficit and $8.6 million in future appropriations. The city also described plans to spend about $600,000 in available federal funds on rotating neighborhood cleanup efforts. A council member proposed exploring impact fees, which would require a study and potentially an RFP; council members called for an informational work session before staff prepares any procurement or legislation, and no study or RFP was authorized.
Council members discussed a possible public airport authority that could manage airport revenues, leases, grants, bonds, and capital improvements, but took no action on creating one. The council also received a presentation supporting ballot measure 6A, which would waive a state property-tax revenue growth limit for the library district without changing its tax rate. The police chief presented updated ALPR-use safeguards, with an update on implementation requested in a future work session. In executive session, council planned to discuss negotiations concerning potential economic development agreement Project Tortuga; no agreement or award was announced in open session.
