At its October 6, 2026 meeting, the Lake County Board of Supervisors received an informational update on the draft County Energy Strategy; no action was taken on the strategy itself. Supervisors discussed near-term preparation for prospective energy projects, including updates to development agreements, zoning definitions, cost-recovery fees, and road-impact agreements, and supported pursuing this work in parallel with finalizing the strategy. Staff was directed to move the energy-element RFP forward as quickly as possible. A programmatic EIR was discussed as a longer-term effort that could take two to three years and require outside funding; Imperial County’s roughly $3 million cost was cited as a comparison, not as a Lake County allocation. The board also discussed possible community microgrids and public-private partnerships, but made no procurement award or funding commitment for them.

The board approved plans and specifications for the South Main Street and Soda Bay Road Corridor Improvement Project and authorized the Interim Public Works Director to advertise for bids (5–0). The project involves county and City of Lakeport coordination on road, waterline, and fire-service work; staff cited a funding deadline requiring a contract award by the end of December, but no project cost was stated. Separately, the board approved, 4–1, a seven-year repayment plan for Behavioral Health’s outstanding $2 million General Fund loan, amended to require quarterly rather than annual payments and with no interest. The board also approved signing two letters concerning Lake Pillsbury; those actions were not procurement decisions.
