The Fargo Planning Commission held a work session on October 6, 2026, to review the draft Land Development Code (LDC). Commissioners and staff discussed agricultural zoning, rural subdivisions and future infrastructure costs, possible data-center standards in industrial districts, and residential zoning distinctions. ADUs were a major unresolved topic: members discussed whether to allow them by right, along with height, parking, size, and neighborhood-specific rules. Staff said data centers would require a conditional use permit under the draft and noted that state model ordinances and other North Dakota communities’ approaches should be reviewed.

The group generally supported prioritizing key community values and decisions to move the code toward a usable draft rather than delaying for perfection, with later amendments possible as issues emerge. Staff described the work as involving a complex consultant contract and said the draft has gaps and inconsistencies that require further coordination; they also noted a forthcoming meeting with builders. No contract award, procurement vote, spending amount, or formal motion was identified. Staff offered to develop key decision areas for commission guidance, and participants were cautioned to observe open-meeting requirements.
