Presenters described a detailed estimate/GMP of about $43.479 million for the construction project, while citing an overall project cost of roughly $53 million including other costs. They outlined competitive trade bidding, cost-reduction measures, and a hoped-for November construction start, contingent on later contract approvals. R26.073 proposed transferring $3,183,200 in unexpended, previously authorized DPW bond capacity to the garage project; officials stated this was not new debt and had not yet been borrowed. Public hearings were held, but the transcript records no votes on the spending resolutions; the only motion passed was to adjourn.
