The Bloomington Utilities Service Board meeting on October 5, 2026, approved several utility contracts and infrastructure actions. The $19,357.71 consent agenda included scale servicing and calibration by Steven Lee Climman DBA Stite Scale Co. LLC ($3,370, with two automatic renewals), Dillman wastewater treatment plant EQ basin repairs by JH Waters, Inc. ($9,500), and sodium hydroxide day-tank cleaning by SET Environmental ($2,937.71). The board approved an $18,700 amendment to the Davies Engineering agreement, bringing its not-to-exceed amount to $80,600, for bid and construction services on Dillman projects. It also approved a $1,125,000 amendment for replacement of failed filter underdrains at Dillman, increasing that contract’s not-to-exceed amount to $1,875,000. Doppler, Inc.’s $223,826.27 response-management agreement was approved to integrate with Cityworks, automate work orders and dispatch, and provide customer notifications; staff cited anticipated annual cost increases of 5–8%. Routine invoices, utility bills, transfers, payroll, refunds totaling $4,998.57, and a special check run were also approved.

The board approved a settlement with Habitat for Humanity concerning the Osage Place storm swale: CBU will process water-service applications, while Habitat must submit revised designs and install the approved stormwater infrastructure by October 30, 2027. Resolution 2026-17 authorized efforts to secure easements for the Dillman relief project, intended to reduce sanitary sewer overflows and increase wet-weather capacity. The board also accepted a subcommittee recommendation to advance planning for a utility service center, including bond documents and appraisals of the existing facility. No new procurement policy was identified.
