The Bloomington Redevelopment Commission meeting on October 5, 2026, approved several Hopewell South and Trades District actions. Resolutions 2662 and 2663, following public hearings, created the Hopewell South TIF allocation area and removed residential parcels from the consolidated TIF to address a change in tax-assessment software; both passed unanimously. The Commission also unanimously approved a roughly $6,000 accessibility-related amendment to Flintlock Limited Company’s Hopewell South PUD agreement (2664), an additional Crossroads engineering scope for build-ready lot plans (2665; amount not stated), and Vet Environmental Engineering’s Showers West mold-remediation work (2666), which exceeded the $5,000 authorization threshold by $85.30. Resolution 2667 approved a third amendment for Mother Nature Landscaping’s Trades District work, including tree replacements, irrigation repairs, and limb trimming, for $10,950. The Commission also approved the 714 building RFP for adaptive reuse as police headquarters and related uses (2668), setting proposals due November 6 and leaving later selection/interview dates open for staff and Commission coordination.

The Commission ratified REI’s municipal-advisory agreement and approved financial-services scopes with annual not-to-exceed amounts of $85,000 for required reporting and financial planning and $80,000 for special projects (2669). It unanimously approved five CDBG physical-improvement grant agreements (2670–2674), including Boys & Girls Club improvements, Middle Way House fire-detection upgrades, New Hope for Families shelter improvements, and a $200,000 Reverend Butler playground/courtyard renovation; several other award amounts were unclear in the transcript. Five CDBG social-services agreements (2675–2679) were also approved, with stated awards of $17,954.34 each for Boys & Girls Club and New Hope for Families and $15,262.93 for Middle Way House. In general discussion, commissioners requested further examination of Showers West occupancy, expense responsibility, and possible transfer of ownership or lease arrangements; no decision was taken on that issue.
