The TUSD EBT meeting, listed as October 5, 2026 (metadata dated October 6), heard CVS and Employers Health’s annual pharmacy benefits review. Presenters reported a 10.3% pricing improvement for 2026 following the annual market check and said the 2027 market check was underway; no new contract award or purchasing approval was presented. Pharmacy spending was about $16.3 million gross, with specialty drug costs up 12.6%. Existing utilization controls and programs were credited with nearly $3 million in savings. The board discussed GLP-1 utilization and mail-order prescriptions, and presenters noted that a generic for Farxiga would become preferred effective October 1. An annual rebate reconciliation generated a $246,000 payment, separate from quarterly rebates. Members also discussed reviewing pharmacy program recommendations during underwriting and plan-design discussions at the next meeting.

The August 2026 experience report showed $4.9 million in medical claims, $2.2 million in prescription claims, and $500,000 in fixed expenses, for $7.7 million in net paid claims and expenses against $7 million in calculated premium funding. The year-to-date loss ratio was 110%, while August’s monthly ratio was 88%; quarterly rebates had not yet been included. The agenda was adjusted to move the pharmacy review ahead of the minutes item, and the September 14 minutes were approved. No other procurement action was identified.
