The City of Milwaukie City Council’s regular session on October 6, 2026, approved its consent agenda, including a resolution to contract with Interlockan, Inc. for the Waverly South and 26th Avenue Improvements Project (CIP 2023-S29), and authorization to apply for a federal grant for the Kellogg Creek Restoration and Community Enhancement Project. The council received an update on the Kellogg Dam removal and restoration project’s funding needs and design. Council did not make a final decision on the path or authorize new project spending; members called for further discussion and funding analysis. Council leadership indicated the sewer relocation should not be added to the CIP until substantial project funding is secured, while differing on whether one or both major federal awards would be needed before revisiting that decision. The council also discussed ending negotiations with the North Clackamas Parks and Recreation District and exploring withdrawal and future local parks funding, but took no new procurement action on that matter.
