The City of Milwaukie City Council held a work session on October 6, 2026, to review Community Development’s Development Services and Code Compliance operations. Staff described rising and increasingly complex development activity, including larger multifamily projects and middle housing, and reported completing about 3,600 inspections—approximately 40% above projections. The city has brought more electrical permitting and inspection work in-house and reduced its overall reliance on outside services by about 70%, although staff recently sought some third-party assistance as workloads increased. To build capacity, the department reported investing in three used vehicles, technology, laptops, office equipment, and staff training; no purchase amounts, vendor awards, contract approvals, or procurement votes were identified. Staff also discussed permitting-system improvements, electronic permit processing, and earlier coordination on infrastructure and utility requirements.
