The City of Tucson Mayor and Council held a study session and regular meeting on October 6, 2026. Procurement and funding discussions included a proposed site-specific sales-tax incentive for Simon CRA’s approximately 500,000-square-foot retail center on Old Vail Road. Council directed staff to begin the process, including collecting a $5,000 application fee and commissioning an independent economic analysis; staff estimated a potential incentive of about $2 million, subject to analysis and conditions including completion and occupancy of four stores. In the regular meeting, Council approved Resolution 24192 for a site-specific sales-tax development agreement with Tucson In LLC and Resolution 24194 approving a government property lease excise-tax agreement with Depot Plaza Hotel LLC for a proposed hotel at 45 North Fifth Avenue. Council also approved, 7–0, a substantial amendment reallocating $1.5 million in CDBG funds from community facilities and improvements to affordable rental and homeownership housing. The consent agenda, also approved 7–0, included grant-funded community safety work (contract YH25-0055 / CTR065754), a National Guard incident-response memorandum of agreement, an agreement for meals at six parks and recreation centers, and an amendment to the master agreement with Fuse Corps.

Council received an update on voter-approved infrastructure programs, including road, park, connectivity, and public-safety projects funded through Propositions 101, 407, and 411. Staff reported ongoing construction and design work, noted that maintenance needs and gaps—particularly for collector and arterial roads—will require future funding, and discussed asset-management planning and possible future bond priorities. Staff also presented the proposed city Prosperity Initiative action plan and a joint city-county indicator dashboard; departments are expected to develop implementation plans and identify metrics and resource needs. No final action on adoption of the action plan is clear in the transcript. Council separately directed the City Attorney and City Manager to continue implementing the NDA policy and review existing NDAs.
