At the October 6, 2026, Black Hawk County Board of Supervisors meeting, the board authorized the county auditor to advertise an October 27 public hearing on the proposed purchase of one sign truck for the Road Department. The truck is included in the FY2027 budget; bids are expected to be opened at the hearing. The board also approved implementing a mass-notification feature through an existing software program, with staff indicating that an additional procurement process would not be needed for that add-on. Separately, supervisors endorsed developing the scope and pricing for a county-facility camera system upgrade, estimated at $250,000–$300,000. The upgrade is not in the current five-year plan or capital budget, and staff will return with further details, including whether to phase the work or pursue it at once.

The board also approved moving forward with a county safety-training day and courthouse closure, subject to coordination with the auditor and courts; staff said costs would depend on the training but could be limited by using in-house and insurance-provider resources. Other actions included approval of the county Strategic Communications Plan and final passage of the animal control and welfare ordinance. Discussion of an abandoned property concerned a family’s privately arranged contractor and approximately $100,000 rehabilitation budget, not a county procurement. No contract award or vendor selection was made by the county.
