The City of Beaumont, Texas, held a special City Council meeting on October 6, 2026. The council approved Change Order No. 1 for the citywide manhole rehabilitation Phase One contract with Southern Trenchless Solutions, adding $21,750 for unforeseen conditions at two manholes and increasing the contract from $348,235 to $369,985. It also authorized, by recorded vote, acquisition of a utility easement at 977 Forest Street through eminent domain, with project funding available from water revenue bonds. Staff reported that additional contractors and six trucks were assisting with storm-debris collection; no related cost was stated. Council approved changing the legal name on two industrial district agreements from OCI Clean Ammonia LLC to Beaumont New Ammonia LLC, with no other agreement changes described.
The council adopted the updated comprehensive plan, a guiding document whose recommended projects may be considered through future budgets, the capital improvement plan, grants, and other council actions; the city said the plan was fully funded by a General Land Office grant with no local match. In a work session, staff discussed aging water-meter and billing systems, improvements to billing-dispute procedures, and a future RFP for a next-generation metering system. A proposed ordinance change to extend utility payment terms from 30 to 60 days was tabled until the November 3 meeting, with staff to further develop options for handling disputed bills. The council also approved a specific-use permit for professional services and authorized action to address a dangerous structure; no contract award or cost was identified for those items.
