The City of Pearland City Council’s regular meeting, held Oct. 12, 2026, included procurement and capital-project discussion. Consent items E–H were removed from the agenda after staff said they needed to resolve final questions about the bid process before bringing the items back to council; the remaining consent items passed 5–0. A speaker characterized the removed contracts as worth about $1 million and mostly related to the fire department, but that amount and scope were not confirmed by staff. After executive session, council voted 5–0 on a motion to enter into loan agreements for Projects 2608 and 2609; no dollar amounts or further terms were provided. A closing project update said cost estimates for the NAP Activity Center and Stella Roberts Recycling Center had been reduced, while Hickory Slough was at 90% design after being combined with drainage work. No amounts were stated for these project updates.

Council also considered a conditional use permit for Luxury Tattoos in an existing shopping center. The permit was approved with a restriction limiting the location to tattoo services only, excluding body piercing. During public comment, a farmers market representative requested updates to food regulations and permits for market vendors and event organizers; no action on that request was recorded. Residents also raised concerns about drainage, roads, water bills, and multifamily development.
