**Jurisdiction:** SLED

**Tags:** Construction & Infrastructure, Grants & Funding, Physical Infrastructure

The Davenport Citizens Advisory Committee (CAC) meeting, held October 5, 2026 (the metadata timestamp is October 6 UTC), elected Chad Kefir as chair and Arnold as vice chair, approved the financial report through June, and recommended carrying the existing Year 52 CDBG local objectives into Year 53. Those objectives cover affordable housing and neighborhood infrastructure, economic development and employment, and human-needs programs such as mental health and other public services. The objectives will go to City Council for consideration and will guide the next CDBG application and funding cycle; CAC members are scheduled to review and score eligible applications later in the process.

The committee discussed CDBG spending and administration. Some public-services funding was unspent, including balances associated with Iowa Legal Aid and Common Core; staff said unspent funds return to the City and become available through reprogramming, expected to be discussed at the next meeting. HUD timing delays have also postponed formal subrecipient agreements for the current program year, although partner agencies are providing services. No dollar amounts, new contract awards, vendor selections, or bid approvals were identified.
