The River Falls Plan Commission met on October 6, 2026. After approving the September 1 minutes, the Commission heard public comments questioning how Tax Increment District (TID) 14 funds and project plans are overseen, particularly the shift from a proposed conservancy use for the Creamery parcel to commercial development. Staff presented an informational overview of Wisconsin tax increment financing: River Falls has 19 TIDs, 13 active, and their combined increased property value was approximately $215.9 million as of August 2026. Eligible TIF uses include public infrastructure and certain development costs, subject to statutory requirements and the district’s project plan. Staff noted the Swinging Bridge rehabilitation is under design and planned for construction next year using TID 8 funds; no contract award or purchasing approval was considered.
The presentation also covered TID creation and amendment review, developer agreements and pay-as-you-go reimbursements, and recent state legislation creating residential TIDs and allowing longer affordable-housing extensions. Staff explained that adding projects to a TID plan generally requires review by the Joint Review Board, Plan Commission, City Council, and Joint Review Board again. No procurement-related motions or spending approvals were taken; the only votes were to approve the prior meeting minutes and adjourn.
