10/06/26 City Commission

The October 6, 2026 Lawrence City Commission meeting included action on revenue-bond financing for water and wastewater infrastructure. The commission approved Ordinance 10248 on first reading and Resolution 7711, both by 4–0 votes, advancing the financing toward a competitive bond sale scheduled for November 17. Staff described the bonds as supported by utility revenues and intended for system reliability, modernization, and resilience projects. The municipal adviser estimated roughly 4.9% interest for 20-year level debt service, compared with about 4.5% several weeks earlier. Debt figures discussed were approximately $269 million in general-obligation debt, $293 million in revenue bonds after the contemplated issuance, and about $26 million in temporary notes; roughly $14 million of the temporary notes relates to the KU Gateway/Jayhawk watershed project and is expected to be repaid from tax-increment revenues. Commissioners also asked staff to provide a future discussion of debt-service affordability and the proposed use of about $4 million for affordable housing. No vendor award or construction bid approval was identified.

The commission considered the 2026 Lawrence Bikes Plan, which staff said provides a planning framework but does not itself commit funding; implementation would depend on future project design, prioritization, and funding decisions. The transcript does not capture a vote on the plan. In a work session, Lawrence-Douglas County Public Health presented tobacco-retailer licensing data and options including a temporary moratorium, proximity and density limits, and changes to enforcement and fees. No action was taken, but staff were asked to develop options and return with a work plan. The meeting also included proclamations and updates on other city matters, with no additional procurement awards identified.
