The Hayward City Council held a special work session on October 6, 2026, to review the Public Safety Center project and consider public-private partnership (P3) delivery. Staff presented estimates of $337 million for the former Guard/King site and $352 million for the City Center site; after proposed deferrals and program reductions, estimates were approximately $247 million and $250 million, respectively. Staff recommended the King site, citing its larger footprint, expansion potential, lower cost, and ability to accommodate training facilities. Council members expressed unanimous support for that site recommendation, but no formal motion or vote was recorded. Members also asked staff to examine phasing, the possibility of rehabilitating the West Winton facility for continued use, staffing and operating costs, and potential partnerships with other agencies. The city said it currently lacks funding for the project; a staff member described a preliminary annual payment range of roughly $13 million–$15 million for a P3, subject to financing, scope, and operating requirements.
Consultants outlined a design-build-finance-operate-maintain P3 model, including lifecycle maintenance, risk allocation, performance-based payments, and a possible pre-development agreement (PDA) with off-ramps. No delivery method, developer, or contract was selected. Next steps discussed were pursuing zoning changes and FAA approval for the King site, conducting a market-sounding survey/request for information to assess developer interest and risk appetite, and seeking funding for environmental review; staff also identified a financial consultant as a future need. These steps could inform a later procurement, while the council emphasized keeping the project near the reduced cost estimate and assessing potential phasing and scope alternatives.
