At its October 6, 2026 meeting, the Moreno Valley City Council approved a financing package for a roughly $135 million public safety campus on a recently purchased, approximately 35-acre site. The plan is to issue about $134 million in fixed-rate, tax-exempt lease revenue bonds over 30 years to fund a new police administration facility and station, fire administration facility, and six-bay fire station, along with related site and off-site improvements. The bonds are secured by city assets and payable from the General Fund; staff said Measure U revenues are planned to cover payments. The council approved the staff recommendations by a unanimous recorded vote. The consent calendar also included a reported RFP-based award to Siemens for approximately $4.5 million in equipment for the Moreno Valley utility substation automation and expansion project. The council explained that this work supports utility capacity and is not a data-center project.

In closed session, the council voted 5–0 to direct the City Attorney to petition the State Water Resources Control Board to review a Santa Ana Regional Water Quality Control Board order and related permit. The council also discussed a forthcoming staff report and ordinance for a possible data-center moratorium; no moratorium was adopted at this meeting. Public comments raised questions about city spending, the campus financing, and other projects, but the major spending action was the public safety campus bond approval and the substation equipment procurement.
