The Volusia County Council meeting on October 6, 2026, included several spending and procurement-related items. The council approved ECHO grant recommendations for nine projects by a 6โ1 vote, then separately approved the Daytona Beach project by a 4โ3 vote; public comments referenced $400,000 for the Daytona project and a $2.5 million request for the Hyatt Brown museum project. The council also discussed a Taylor Road flood-mitigation engineering study by Jones Edmunds, funded through Transform 386. In a coastal feasibility-study update, staff reported that federal funding would cover the full $3 million cost, avoiding an estimated $1.5 million county contribution and leaving those funds available for beach improvements. A request to restore Volusia County Law Library funding was raised during public comment; county management offered to meet with advocates, and a budget amendment was requested for a future agenda.
The council unanimously approved a 12-month moratorium on new license-plate-reader permits on county property, directed staff to rescind existing permits and have the equipment removed within 30 days, and excluded cameras used for park access systems. The sheriff said the countyโs Flock system had been shut down and its contract canceled. On first reading, the council voted 7โ0 to advance Ordinance 2026-22, which would ban large-scale data centers; further review was scheduled for the Planning and Land Development Regulation Commission on October 15 and the council on October 20. The meeting also included discussion of a new audio system in its first use, but no related spending action or amount was stated.
