The Authority and Council approved advertising for bids for a redundant wastewater treatment plant effluent line, contingent on the Oklahoma Department of Environmental Quality permit. Advertising for bids on Northwest 10th Street and Shedeck Parkway intersection improvements was deferred until the November 17 meeting. Council also approved an agreement with SFC, capped at $33,000, to negotiate a master lease and related financial terms with Patriot Land Company for the proposed YFAC development in TIF District 3.
Other approved spending and procurement-related actions included a third and final renewal of the emergency storm-debris removal contract with Arbor Masters, with a 3.18% CPI increase; acceptance of a FEMA SAFER grant of $514,679.25, with a required city match of $31,935.75, to hire three firefighters for three years; and budget amendments for library grant expenditures and replacement of a totaled police vehicle using insurance proceeds and remaining public-safety tax funds. Council also approved park and recreation facility leases and an ordinance regulating collection and donation bins, including placement, permitting, maintenance, and enforcement requirements. The meeting additionally included discussion of possible infrastructure grant funding and the city’s audit and financial controls.
