At the October 6, 2026, Madison Common Council meeting, the council unanimously adopted the consent agenda, including an amendment to the Police Department’s 2026 operating budget authorizing acceptance of a $100,805 U.S. Department of Justice Edward Byrne Memorial Justice Assistance Grant for law-enforcement initiatives. The council also received a citywide classification and compensation study conducted with Baker Tilly. Staff recommended implementation of scenario five in 2027, with an estimated implementation cost of about $200,000 in the fourth quarter; the study’s original scenarios ranged from roughly $2.2 million to nearly $4 million annually. The presentation did not include a council vote on implementation. Staff described plans to consolidate compensation schedules and pursue further work on hourly classifications, equity recommendations, and collective-bargaining-unit changes.
Alder Field introduced, for referral to the Finance Committee and then the council, a proposed $2,265,000 purchase and sale agreement with TDC 4484 RR LLC for city acquisition of 4484 Robertson Road, along with authorization to begin activities related to future capital improvements; it was not approved at this meeting. The council also introduced by title an item authorizing agreements with regional bus providers for use of the Madison State Street regional bus terminal and allocation of facility and operating costs, referring it to committee. No contract award or vendor selection was made during the meeting.
