The City of St. Louis Housing, Urban Development & Zoning Committee met on October 6, 2026, and voted 6–0 to recommend a do-pass on Board Bill 80, as amended. The bill would transfer the lease for the city-owned Homer G. Phillips senior apartments from Eagle Point to CIG Homer LLC. The amendment directs the city’s annual $50,000 in fees or charges associated with the apartments into a special fund for repairs, maintenance, rehabilitation, capital improvements, preservation, and operation, subject to appropriation. The committee’s action advances the bill; it does not establish that the transfer has received final approval.
CIG Properties’ owner described a capital plan estimated during discussion at nearly $600,000, including security upgrades, gate and parking-area work, repairs to heating systems and other deferred maintenance, and improvements to vacant units and resident amenities. CIG said the initial work is intended to begin after the lease transfer and take roughly six to eight months to complete; it also plans to use Sandstone Group for day-to-day management. Residents and other speakers emphasized safety, heating and cooling, building conditions, financial transparency, and accountability. Eagle Point said it had paid the required $50,000 annual lease payment since taking over in 2020, while questions remained in testimony about historic lease obligations and the use of property revenues. The committee did not approve a separate procurement or contract award beyond advancing the lease-transfer bill.
