The St. Louis Board of Police Commissioners met on October 7, 2026. The board approved three RFP awards: Talagy for a police officer trainee selection examination (one bid; $131,840 for year one, with $25,800 renewals in each of years two and three); Evergreen for a civilian job classification and compensation study (one bid; the discussion identified the bid as $72,250, correcting the $72,500 amount stated in the resolution); and One Digital for employee benefits consulting (three bids; $192,000 in year one, $196,000 in year two, and $200,000 in year three). The board also certified the August expense report. Members discussed budget-report formatting and noted travel spending at 192% of the city budget’s year-to-date amount and legal spending at 34%; staff said the reports rely on the city’s Oracle system and that internal-service charges were not yet visible. No budget amendment was adopted. The board approved an Office of Violence Prevention MOU with no financial impact, a DEA agreement providing reimbursement for overtime for up to five task-force officers, and a MoDOT agreement allowing participation in grants and reimbursement of overtime costs. The board also approved converting a vacant commissioned asset-removal administrator position to civilian staff, at grade 15G3 with a salary range of $54,300–$85,150, and amended its process for approving new positions. A commissioner requested regular asset-forfeiture reporting and a redline of future policy changes.
The Finance and Audit Committee unanimously recommended the three awards and certification. The resolutions and agreements were approved by board votes; the transcript records some roll calls as four votes in favor and one commissioner present. During discussion, members requested correction of the Evergreen bid amount and a correction to the One Digital scoring sheet, which was noted. The board also discussed a proposed civilian salary increase, but was told it would proceed through collective bargaining rather than as a separate board action at this meeting.
