The City of San Luis Obispo City Council meeting on October 6, 2026, approved its consent agenda 5–0. Procurement and funding items included authorizing a joint request for proposals with Cal Poly for a no-cost community bike-share program; advertising a 2027 job order contract for street and sidewalk maintenance; revising the scope of the city’s broadband construction project after bids exceeded available funding, to preserve a $4.86 million grant and proceed with the first phase of a fiber network; and approving additional funding for wastewater infrastructure planning and technical modeling (the amount was unclear in the transcript). The council also authorized applications for up to $300,000 in Safe Routes to School grant funding, with $50,000 in city matching funds, and up to $18,000 in police grant funding. It approved additional legal-services funding for litigation matters, though the amount was garbled, and supported efforts to establish a pilot passenger rail service for the 2028 Olympics. A public hearing on a renewed agreement with Phillips 66 to operate and maintain pipelines was set for November 17.
The council also voted 5–0 to receive the Tourism Business Improvement District’s annual report and begin the process to continue the district at its existing 2% assessment, setting a public hearing for October 20. In a study session, staff presented preliminary plans for the 2027 Grand Avenue paving project, with an assumed $8.5 million budget—about $7 million for essential work and $1.5 million for safety and multimodal improvements. Council members provided feedback on lighting, pedestrian crossings, bike-lane protection, and potential future roundabouts; no final project approval or construction authorization was taken. Separately, the council unanimously directed staff to bring back feasible updates to the unruly-gathering ordinance, aiming for changes to be enforceable before the 2027 St. Patrick’s Day weekend if possible.
