The City of Norwalk Public Works Committee met on October 6, 2026. The committee unanimously voted to forward to the Common Council an authorization for engineering design services related to the city’s MS4 stormwater permit, under contract DRG 2023-2, for a maximum of $250,000 per year for three years. Staff said the consultant, identified in the transcript as CDM Smith, would support permit renewals, outfall testing, and related compliance work, with any expansion beyond that scope requiring further approval. The committee also unanimously approved forwarding technical account corrections for the city’s permanent pavement repair contract with Burns Construction Company, Inc. (project PM2024-2), and on-call engineering services with AI Engineers, Inc. (project DPW 2024-1); the latter was added to the agenda to fund time-sensitive structural analysis associated with the MLK project. These were account/scope corrections, not new contract awards.

The committee reviewed solid-waste operations and a waste-characterization study required annually under the city’s Wind Waste contract, which found relatively low food waste and recyclable material in sampled garbage. Staff also reported approximately $17.5 million invested in drainage improvements over the prior four years and discussed storm-related flooding, planned drainage projects, and the process for future work: consultant procurement or use of existing contracts, design, funding and permitting, followed by bidding and council approval. Staff estimated that design typically takes about nine months to a year and that projects may take around two years from identifying a need to construction, subject to funding and grants. No new construction contract awards were reported.
