Cleveland City Council’s Development, Planning and Sustainability Committee met on October 6, 2026. The committee considered Ordinance 923-2026, accepting a $1.15 million federal Regional Infrastructure Accelerators grant with no local match and a 36-month performance period. The grant will fund technical assistance to identify and structure infrastructure projects eligible for federal financing, including work related to the Shore to Core to Shore TIF and lakefront and riverfront access. City staff said consultants would be contracted as needs arise, with an RFP anticipated; potential work includes financial and legal advising, project analysis, and a market study estimated at about $250,000. No firms had been selected. An amendment allowing the directors of development and/or finance to administer the grant passed, and Ordinance 923-2026 was reported approved as amended.
The committee also considered renewing the city’s program agreement with the Legal Aid Society of Greater Cleveland for eviction-related legal services. An amendment passed to add $500,000 from fund SF10-400 to the previously proposed $750,000, bringing the amount to $1.25 million and implementing funding added during the prior budget reconciliation. The discussion covered program results, funding concerns, and residents’ access to services; the transcript does not capture a final vote on the underlying agreement.
