The City of Burlington, North Carolina City Council held a work session on October 5, 2026. NCDOT presented revised options for the Church Street improvement project, including a two-lane design with a center turn lane to address emergency-response access and safety concerns. NCDOT will conduct further traffic and safety analysis; the project is tentatively targeting right-of-way acquisition in 2028 and construction in 2030. The presentation cited estimated right-of-way costs of about $60 million for a wider alternative and about $2.5 million for a narrower option; these were estimates, not project awards. Council also heard a North Church Street corridor plan focused on redevelopment and infrastructure, with public review and possible adoption to follow. No votes were taken on these items during the work session.

The city engineer asked to place approval of a Duke Energy lighting contract for a streetscape project, along with an associated budget amendment, on the October 6 consent agenda; no contract amount was stated. The city manager also recommended placing an item on that agenda to set an October 20 public hearing on an economic development proposal involving up to $1.2 million for water and sewer line extensions, funded from available revenues in the city’s water and sewer fund. The proposal anticipates 300 new jobs by 2032. Council also received proposed housing-code and solid-waste ordinance amendments, but took no action on them at this session.
