At the October 6, 2026, Virginia Beach City Council meeting, officials briefed council on the proposed law enforcement training academy, a roughly 131,000-square-foot project with an estimated $82 million in construction costs; site work, furniture and equipment, and other soft costs are not included, and members discussed a possible total project cost of $120–130 million. Council did not select a site or award a contract. Members generally favored further analysis of the existing academy site and the ITA site, with the Birdneck Road option viewed as less viable because of wetlands and related costs. Staff and the design team were asked to refine cost, schedule, environmental, utility, school-property, and Navy/AQZ considerations before returning with more information. Mosley Architects is under contract for design, and the team estimated an approximately 51-month overall schedule after site selection.
Council also discussed the Princess Anne Athletic Complex cross-country course, with $1.3 million programmed in the FY28 CIP, another $1.6 million proposed for city funding, and a request for schools to consider cost-sharing; the school contribution is voluntary, and council would determine how to proceed if schools decline. The estimated course timeline is 30–36 months. Staff reported that the Sandbridge sand-replenishment bid came in below the engineer’s estimate, with award still subject to Army Corps processes, and that Pungo Ferry Road project milestones tied to grant funding were met. Council approved the consent agenda, including a $260,000 capital-project transfer for Vibe Street contractor close-out costs and several grant appropriations. No academy site selection or construction award was made.
