Highland City Council’s October 6, 2026 meeting included several infrastructure and purchasing matters. The council unanimously approved a $148,083.65 change order with VanCon for the Mitchell Hollow Trail project, including a 10% contingency; the project has a $2.3 million MAG grant. The council also approved property transactions with the Dean and Paxman families to obtain right-of-way for the trail, with the city providing property exchanges or improvements rather than direct purchase payments. A bucket truck purchase was included in the consent calendar; staff said its approximately $85,000 cost would be covered by existing allocations—$70,000 from Parks Capital and $15,000 from the Streets Department. The council discussed a request for additional city support for the Twin Bridges entrance improvements: the neighborhood had raised about $65,000, the city had previously committed about $25,000, and a $16,000 insurance payment was received. Council members expressed support for using the insurance funds and considering additional contingency, but no vote was taken; staff may return with an action item.
The council unanimously adopted an ordinance allowing veterinary urgent-care clinics to operate on Sundays for urgent care, not routine-care appointments. It also authorized sales of two small surplus city parcels at the 2026 rate of $5.72 per square foot, with deed terms amended to provide a warranty deed when the buyer purchases title insurance. Other spending-related discussion included preliminary support for up to $10,000 in Christmas lighting and decorations, subject to later budget action, and a work-session review of possible Highland Glen Park improvements, for which no new funding was approved. The council discussed potential water-system chlorination but made no decision.
