The Albuquerque City Council Land Use, Planning and Zoning Committee met on October 14, 2026. Planning Department staff presented the North I-25 and Near North Valley Community Planning Area assessment reports, which recommend, respectively, 10 policies and eight action items, and nine policies and 11 action items. The committee voted unanimously to receive and note both reports; this was not a vote to adopt their recommendations. A Near North Valley Neighborhood Association representative urged the committee to defer its recommendation for 120 days or recommend rejection, citing concerns that the assessment did not adequately reflect community input or address pedestrian and bicycle improvements, North Fourth Street, affordable housing, redevelopment conditions, and transit service. Staff described its outreach and assessment process and said the reports are snapshots that do not themselves change zoning or regulations. If accepted by the full council, the recommended policies would be incorporated during a future comprehensive plan update. No procurement or spending activity was identified.
The committee also considered ordinance C065, changing how updates to the city’s Integrated Development Ordinance (IDO) are handled. Members approved three amendments unanimously, then passed the amended ordinance 5–0. The amendments clarify that an IDO amendment must receive a public hearing before final action; authorize the Environmental Planning Commission to strike proposals it finds outside the applicable categories and document its rationale; and require ordinance titles to distinguish policy implementation from cleanup amendments, with policy titles identifying the substantive topic. The change separates substantive amendments from technical or legal cleanup and establishes a process that could affect future land-use decisions.
