The City of Cheyenne Finance Committee met October 6, 2026, and advanced several spending and contracting items. It recommended a $250,000 appropriation from general fund reserves for airport golf-course cart-path repairs and replacement; the vote passed with Councilman Moody opposed. The committee unanimously supported a memorandum of understanding for allocating impact-assistance funds tied to the Cheyenne Prairie Generating Station expansion, with the city anticipating more than $1 million in its request and construction expected to last about 37 months. It also unanimously recommended a two-year, $598,634 revenue contract with the Laramie County Community Juvenile Services Joint Powers Board for youth case-management, diversion, and substance-abuse assessment services. Staff and the city attorney said the agreement would apply retroactively to July 1 and cited a data-use agreement governing information shared with the University of Wyoming and state partners.

The committee approved, with Councilman Moody opposed, a $132,000 Martin and Martin professional-services agreement to redesign the municipal building parking lot; discussion clarified that the scope includes conduit for possible future solar or EV infrastructure, but no charging stations are planned now. It unanimously recommended a $353,400 agreement with TDSI to complete Johnson Pool design, prepare bid documents, and provide construction and warranty-period services; the city expects to bid the project in early 2027 and aims to begin construction in April. A Title III-B grant item for transit/ADA operating support was also unanimously recommended, but the transcript contains conflicting amounts: staff identified $55,829, while the motion was stated as $59,648, and the committee discussed correcting the action report. These were committee recommendations for consideration by the full governing body, not final council approvals.
