The Carver County Board of Commissioners’ October 6, 2026 meeting included several capital-project and budget matters. The board approved Highway 212 Change Order No. 40 and increased the project’s aggregate change-order authorization from $3 million to $6 million; one commissioner voted against it. Staff estimated an additional $2.33 million in construction funding would be needed, using county sales-tax funds, and recommended a force-account approach for the lightweight-fill work after rejecting the contractor’s $3.5 million extra-cost quote. The revised construction budget was rounded to $64.5 million. Staff also reported that the Public Works parking-lot project, initially approved at $1.44 million with a $95,000 contingency, needs about $582,000 more because of unexpected soil conditions; staff identified existing facilities capital-budget funds to cover the increase. Matthew Construction was the low bidder among three bids. The board also approved a Public Works reorganization estimated to cost $18,000, and approved a 31-item consent agenda that included procurement and project items; a commissioner requested that future materials disclose bid comparisons when the selected bid is not the lowest.
The board received an update on the proposed Chaska Library project, a planned roughly 35,000-square-foot facility being developed with the city and its construction partner, RJM. Design work is underway, bidding and construction are planned for 2028, and opening is targeted for fall 2029; staff cited an anticipated $4 million in county one-time costs, while furnishings and ongoing operating costs were also discussed. The board additionally approved a reinstated easement agreement with the City of Carver for impacts to the Minnesota River Bluffs Regional Trail. Public comments raised concerns about proposed 2027 budget cuts to county custodial positions and unresolved pay, leave, seniority, and job-location terms in a possible parks transition to Three Rivers Park District; no transition agreement was approved at this meeting.
