At the October 6, 2026, City of Rock Springs Council meeting, the council opened bids for the water reclamation facility (WRF) CCTV pipeline inspection system: TenPoint Sales and Marketing bid $364,160, and Western Precision LLC bid $378,926.09. The bids were referred to staff for evaluation; no award was made. The council approved contracts with DeBernardi Construction Company for the 2026 Concrete Replacement Phase Two program and R&D Sweeping and Asphalt Maintenance LLC for a 2026 Phase Two project; contract amounts were not stated. DeBernardi’s work is expected to begin next spring. The council also unanimously approved change order No. 1 with Bodell Construction Company, reducing the WRF drying-facility contract by $691,220.65. The savings are to be returned to the sewer enterprise depreciation reserve through a future budget amendment. One council member abstained from each of the DeBernardi and R&D contract votes.
The council unanimously authorized the Police Department to apply for a $5,000 Patrick Leahy Bulletproof Vest Partnership grant to partially fund replacement vests, and approved two fiscal year 2027 highway safety program subaward agreements with the Wyoming Department of Transportation; amounts were not specified. Other business included annual renewals of two local simulcasting permits, approval of a new bar and grill liquor license, and first-reading consideration of an ordinance regulating electric bicycles and scooters. No vendor award was made on the CCTV bid, and the transcript does not state amounts for the two construction contracts or the highway safety subawards.
