San Mateo County held a pre-application public workshop on September 29, 2026, for a proposed horse boarding and rehabilitation facility on San Mateo Road in unincorporated Half Moon Bay. County staff described the preliminary proposal as including two 20-stall barns, an amenities barn, a covered riding arena, a manager’s residence, hay and tractor storage, and a rehabilitation building. The approximately 262-acre property would have about 64,000 square feet of buildings, with significant grading—roughly 26,000 cubic yards each of cut and fill. The applicant described a concentrated development area, up to 40 horses, limited staffing, daytime operations, no public events, and use of existing wells and stormwater ponds.
The project remains at the pre-application stage; required reviews may include a Planned Agricultural District permit, Coastal Development Permit, grading permit, and review under the California Environmental Quality Act and applicable plans and regulations. Agency referrals were in progress, and county staff said comments would be shared with the applicant to inform a future formal application. No public comments, votes, contract awards, or procurement actions were identified.
