🏗️ Construction & Infrastructure 🚨 Public Safety Grants & Funding Physical Infrastructure

The Minnehaha County Commission meeting on October 6, 2026, included several procurement- and funding-related actions. Commissioners approved three Title VI actions—a county plan, policy, and designation of Jacob Mars as coordinator—in support of a federal Bridge Investment Program grant of just over $3 million for three highway projects. Federal funding would cover 90% of project costs, with a 10% county match; preliminary engineering and environmental work are planned first, followed by design and bidding, with construction currently anticipated in 2029–2030. The commission also approved law-enforcement service agreements with the Sioux Falls Regional Airport Authority and Southeast Technical College. The airport agreement adds a second full-time deputy and increases the pay rate for part-time officers; the transcript gives no agreement amounts. Commissioners also approved a joint security protection agreement with the South Dakota Department of the Military for October 2026 through September 2027, with a budget of $1.421 million, more than 87% of which is personnel costs.

The commission authorized an application for a Unified Judicial System courthouse security grant to offset the cost of an X-ray inspection system for the Juvenile Justice Center. The system cost is $32,587, and the grant would cover $24,440; county funds are available if the application is unsuccessful. Commissioners also approved revisions to the commission’s rules of procedure. Other discussion included a first-reading rezoning item for approximately 5.25 acres in Corson, ongoing planning work on potential data-center zoning standards, and a public request to consider a countywide nondiscrimination ordinance; no procurement action was identified in those discussions. The commission denied an individual property-tax abatement request.
