🏗️ Construction & Infrastructure 💻 Information Technology Physical Infrastructure Grants & Funding

The October 6, 2026, Hutchinson City Council meeting included several infrastructure funding and purchasing actions. Council approved resolutions authorizing applications for State Revolving Fund loans for water-main extensions to Foothills Estates (estimated project cost $3.2 million, with about $1.1 million in potential loan forgiveness) and Lake View Hills ($850,000, with about $340,000 in potential forgiveness). Both projects would require approval of a special assessment district before proceeding, and residents would repay the assessed costs. Council also approved a $643,000 bid from Wings & Company for the sports arena main-gym floor replacement and expansion: a $443,000 base bid and a $200,000 alternate. The base bid will be shared 50/50 with Hutchinson Community College ($221,500 each); the city will fund the alternate, bringing its total share to $421,500. The project will use remaining arena sales-tax funds. Council approved a temporary construction easement for the downtown concrete maintenance project, which is supported by an already-awarded Transportation Alternatives grant and is expected to begin in 2027.

The council discussed, but did not approve, a possible citywide public-records request management software system. Staff will develop a process and proposal for a future meeting, including a public hearing on proposed procedures and fees; any purchase could use the IT municipal equipment reserve. Brick-street repair options and preliminary cost estimates were also presented for further study, with no action taken. No vendor or project decision was made on the data center raised during public comment.
