At the Ogden City Council work session on October 6, 2026, staff reviewed a proposed FY2027 midyear budget amendment totaling $3,684,000, expected to come before the Council on October 20. The changes included a $500,000 Utah Outdoor Recreation grant for Lester Park improvements, a zero-net correction between CIP divisions for previously awarded Thomas Park and JC Park work, and $346,000 from golf-fund retained earnings for Mount Ogden golf-course equipment and safety-net costs. The discussion also covered golf-course irrigation and El Monte kitchen-hood/ventilation work. For wildland firefighting, staff described reimbursable deployment costs and a proposed $800,000 purchase of a type-three wildland-interface fire engine, with an estimated six-month delivery; the fleet and facilities internal-service fund would also be adjusted to account for new equipment. No budget amendment or purchase was approved at this work session.

The Council also reviewed a proposed RDA participation and incentive agreement with Senior Living in Mill Creek LLC for income-targeted senior housing at the former CinePoint Theater site. The proposed city support is a $1 million loan from the RDA housing fund toward a $36 million development, with a proposed 2.5% interest rate; the project and loan were scheduled for RDA consideration the following week, not decided at this session. Other agenda items included proposed Council rules-and-norms revisions and the annual CIP project-ranking process. No procurement-related votes or contract awards were recorded.
