The October 6, 2026 Paso Robles City Council meeting included updates on active capital projects and several procurement and spending items. Staff reported that Commerce Way road repairs were complete; Crestston Road Corridor Phase 2 and Westside road repairs were underway; and bids for the Melor Drive East road-repair project were due November 9, with a potential award in December. The consent agenda listed, among other items, a $5.2 million Nacimiento Water Operating Fund billing, a $143,681 Dry Creek well pump assembly, a $100,632.86 taxiway engineering agreement, $368,662.37 for Crestston Road Phase 2, and $95,495.63 for Commerce Way repairs. It also included a five-year Accela citizen-access software agreement, a taxiway reconstruction contract, a $65,800 change order for the Union Road sewage lift station (bringing that agreement to $296,562), and authorization for up to five on-call water-repair contracts totaling no more than $375,000. The transcript does not capture a vote on the consent calendar.

Council unanimously approved a three-year lease, with an optional two-year extension, for the City to renovate and manage athletic fields at the 36th Street campus. The one-time renovation was estimated at $40,000, with annual costs of about $15,000; year one was to be funded from the city manager’s contingency, followed by general-fund support beginning in FY 2027–28. Council also considered a proposed $786,455.49 professional-services agreement with RSNH, Inc. to complete the FAA Part 420 horizontal spaceport license application. Staff said $450,000 would come from Senate Bill 1090 economic-development funds and approximately $337,000 from the general fund. The roll-call transcript is incomplete: it records two yes votes and two no votes before omitting the mayor’s vote, so the final result cannot be confirmed. The district’s Measure G school-bond proposal was presented for voter information, not as a City procurement action; no City spending decision on it was recorded.
