The October 6, 2026 Spanish Fork City Council meeting included several budget and infrastructure actions. The council unanimously approved the FY2027 budget revision, including carryover funding for capital projects and proposed Parks and Recreation fee changes. The revision included $2.6 million for the Cold Springs Pipeline rehabilitation, with a separate $519,902.28 change order approved unanimously to cover added work and railroad flagging and observation requirements. Staff reported a state grant of $2 million for the Cold Springs project. The budget also carries funds for the Argyle Substation rebuild ($1.44 million), water and sewer projects, and completion payments for the water reclamation facility. Staff reported securing a 4.5% bond rate for the Station 61 rebuild; financing details were still being finalized. The city also received a $2 million federal SAFER grant, to be matched with roughly $1 million in city funds, for four additional firefighter positions; the council deferred incorporating the grant and Station 61 debt service into a future budget revision. The council approved the updated storm drain master plan and discussed a proposed transportation utility fee, with public outreach and a hearing planned for December; no fee was adopted at this meeting.
The council approved the Oak Village zone change and preliminary plat for a 110-home development, and the Leland Meadows zone change and preliminary plat. Leland Meadows approval included conditions addressing agricultural-boundary fencing and irrigation coordination, plus a requirement for the applicant to pay 50% of specified Mill Road intersection improvements, capped at $100,000. Residents raised traffic, drainage, groundwater, and fencing concerns during the land-use hearings. Public comments also focused on opposition to a proposed data center; councilmembers referred to prior public review and the adopted Title 15 safeguards, while staff said it would study a possible overlay process in light of the referendum. No data-center procurement action was taken.
