The Clay County Planning & Zoning Commission met October 6, 2026, and unanimously approved the August meeting minutes. The main discussion concerned proposed revisions to the Land Development Code, especially subdivision guarantees and road impact fees. Commissioners discussed the current requirement for a 15% maintenance guarantee, the alternative 100% performance guarantee, retaining a two-year maintenance period with the highway administrator able to extend it, and whether to allow surety bonds in addition to irrevocable letters of credit. No code changes were adopted. Staff was asked to research other jurisdictions’ guarantee requirements and surety-company ratings for a future meeting.

The commission also discussed replacing the current flat $500 road impact fee with a more substantial approach, including hypothetical per-lot fees, developer-funded road improvements, traffic studies, and cumulative impacts from nearby developments. No fee or spending decision was made. As a project update, staff said a Plattsburg Road bridge/culvert project had been bid and was being prepared for award, with construction expected next year; no contract amount or vendor was provided. The county is also seeking another funding source for a separate bridge replacement. The discussions are part of a broader Land Development Code revision.
