Salt Lake City Council formal meeting, October 6, 2026. The council unanimously adopted an ordinance increasing water, sewer, and stormwater utility impact fees—the first update since 1999. Sewer fees will be based on meter size; the adopted approach phases in 70% of the analyzed fee beginning January 2027, with the full fee planned for July 1, 2028. The council also unanimously adopted the FY 2026–27 Budget Amendment No. 1, including council-adopted items and legislative intent referenced in the motion, and approved a resolution supporting a snow-water-supply forecasting grant application. No specific dollar amounts for the budget amendment or grant were provided. An affordable-housing-incentive ordinance moving fines into city code and adding two fines was also adopted unanimously.
The council unanimously approved rezoning city-owned parcels containing Victory Park and the 10th East Senior Center to the Public Lands District. It closed public hearings and deferred action on the Taste of Thai alcohol-license proximity waiver, the correctional-facilities-and-jails zoning amendment, and the Ellerbeck-area zoning and general-plan amendment. Hearings on a proposed transfer of roughly 900–951 airport-owned wetland acres to the Utah Department of Natural Resources and a related conservation-easement fee waiver were closed, with action deferred; council members called for further review of management, habitat, hunting, and ownership questions. A speaker cited a $500,000 easement valuation, but no sale or easement approval occurred. No contract awards, vendor selections, or purchasing decisions were identified.
