The September 29, 2026, Menlo Park City Council study session examined three proposals—Alliance, Presidio Bay, and Related Alta—for downtown development that would include at least 345 affordable homes and replace at least 556 public parking spaces. Staff and Strategic Economics presented a financial feasibility review. Estimated replacement-parking costs ranged from about $30–35 million for Alliance to roughly $45 million for Presidio Bay and $54 million for Related Alta; the review also identified funding gaps and differing development and market risks. The proposals include additional residential parking and phased construction beginning around 2031 or 2032. No developer was selected and no contract award or spending vote was made.

Council members discussed potential ways to address the gaps, including paid parking, financing districts, property-tax increment, bonds, and other funding sources. Members generally opposed reducing the affordable-housing goals or required replacement parking, while seeking further analysis of financing options and clearer comparisons of the proposals and development teams. Staff was asked to continue the comprehensive evaluation, include additional financing information, and seek further information from the proposers; the council anticipated receiving the evaluation at a future meeting, potentially in late October. Staff also described a later process for considering an excess-land declaration and exclusive negotiations, subject to future council action.
