The Watertown Plan Commission met on September 28, 2026, and voted to forward the proposed creation of Tax Incremental District (TID) 10 and its project plan to the City Council. The proposed 20-year mixed-use district anticipates approximately $61 million in new development value, including River Crossing’s proposed 274 residential units, and roughly $14 million in tax increment revenue against up to $12.9 million in eligible project costs. Potential costs include infrastructure improvements and development incentives. Staff emphasized that TID approval makes costs eligible for future financing but does not commit the City to undertake them; projects and development agreements require separate approvals. The City generally uses pay-as-you-go financing, with costs repaid as increment is generated. Council action was scheduled for November 2; no contracts, vendors, or purchasing awards were identified.

The Commission also reviewed draft zoning-code chapters on landscaping and administration and procedures. Proposed changes include holding zoning-map-amendment public hearings at the Plan Commission rather than the Council, and replacing the formal site-plan-review committee with coordinated staff comments provided to the Commission. These changes would affect future development review and could shorten application timelines; the code was not presented for final adoption at this meeting.
