At the October 6, 2026 Rochester City Council committee meetings and special meeting, council approved several property, construction, and service agreements. The Neighborhood Jobs and Housing Committee approved a $20 million state-funded reimbursement arrangement for demolition of the former Terrence Building at 1201 Elmwood Avenue, with Whitestone Development Partners responsible for costs exceeding the $20 million cap and the city serving as a pass-through and reviewer of payment requests. The committee also approved a replacement term agreement with RK Hite for property-acquisition compliance and relocation services; an intermunicipal agreement adding $109,000 from Monroe County over three years for lead-paint prevention inspections; and other property and zoning items. The Budget, Finance and Governance Committee approved agreements and funding for race-recommendation oversight, financial empowerment and education programs, supervisory and computer training, and library construction grants. Rock Holiday Village funding was approved at $62,000, down from $72,000 the prior year; the administration attributed the reduction to budget limits and said services and programming would remain unchanged. Council also approved an agreement for Peace Village, appropriating $1.6 million, after amendments made the grant to Person Centered Housing Options contingent on a lease with City Roots Community Land Trust and prohibited armed security on site.

The Peace Village amendments additionally restricted voluntary information-sharing except in specified circumstances and called for a feasibility review of allowing tents at the site; the amended legislation passed on a roll-call vote. The Terrence Building demolition legislation and other committee items passed by voice vote. The Compensation Policy Commission appointments were held for further consideration. No contract values were stated for several approved service agreements or the library construction grants.
